US Visa Bond Program: Potential Expansion to More Countries Analyzed

Is the United States contemplating broadening the reach of its Visa Bond Program? A mere ten days after solidifying this program for specific visitor visas, there are murmurs of a possible extension to more nations. Geoff Freeman, the President and CEO of the U.S. Travel Association, in an interview with Reuters, hinted at the potential expansion of the US Visa Bond Program.

The Visa Bond Program currently spans across 50 nations. As of August 3, 2026, this system ceased to be a trial initiative. It now allows consular officers to demand a bond before issuing certain B-1, B-2, or combined B-1/B-2 visas for business or tourism. Three potential bond amounts are set: $10,000, $15,000, or $20,000, determined by the consular officer based on the applicant’s circumstances. Countries like Algeria, Bangladesh, Cambodia, Georgia, Nepal, Nigeria, Tunisia, and Venezuela, among others, currently fall under the program.

Moreover, the US Visa Bond Program can be expanded with a mere 15 days’ notice. The State Department, in the Federal Register, stated that this list can be continually updated. The conditions to add a new country to the program necessitate the announcement of the change at least 15 days before the visa bond requirement comes into effect for its nationals. However, a country can be removed from the list immediately.

Countries eligible for the Visa Waiver Program (VWP) are not affected by the permanent Visa Bond Program. The VWP allows travelers from France and many other European countries to visit the United States without a visa, provided they obtain an Electronic System for Travel Authorization (ESTA). Should the US Visa Bond Program expand to “all countries where visas are required,” it would not mean that visa bonds would apply to all foreign travelers. Nationals of VWP countries would not be impacted by such an expansion as long as their countries remain part of the US Visa Waiver Program.

The introduction of visa bonds resulted in an 83% drop in visa issuances. The State Department recorded an 83% decline in B-1/B-2 visa issuances in the affected countries during the first ten months of the program compared with the same period a year earlier.

Post the 2026 FIFA World Cup, the U.S. Travel Association is now warning about the possibility of movement in the opposite direction: expanding visa bonds to a much larger number of visa-required travelers. The 50 countries currently under the program account for less than 2% of international visitors to the United States.

What This Means for Investors
According to Notte Global and Yusuf Boz, an expansion of the US Visa Bond Program could have significant implications not just for global migration, but also for the US economy and the travel industry. This move might discourage potential visitors, impacting the tourism industry’s recovery post-pandemic. However, it’s crucial to note that at this stage, no formal expansion beyond the 50 countries currently covered has been announced.
